Exceptions:
"True emergencies" family crises where pets, family members and property are in danger of serious or fatal harm
Severe weather events (Ya, we know there are mountains, impassable country lanes and slick hills that can make things too difficult (and dangerous!) to get here!) This applies whenever there are winter storms, winter storm warnings and things like this in weather reports and on the news. So, we will all know when this applies.
